A city is an urban area that is distinguished from a town, village or district by its size, population density, importance or legal status. Most cities have a downtown core, but some, like dormitories, are more or less built as suburbs. The definition limits of cities are different but can be in the range of 1500-50,000 at least.

Hafnarfjall is an old main volcano, about four million years old. One of Iceland's largest deep rock outcrops from gabbro is in Hafnarfjall. Some granofyri have also been found, which is a granular deep rock, very similar to granite and with the same composition. Many rare rocks have been found near Borgarfjörður, such as citrine (a yellow color variant of rock crystal) and high-temperature rocks. Hestfjall is an old and very weathered mountain not far from Hafnarfjall and there are two large rock tunnels on the north slope of the mountain, about 20 meters thick. There is a lot of jasper in Hestfjall and 50-100 kilos of crystals from jasper have been found in the mountain. There are a lot of hole fills in the area around Borgarfjörður as in other parts of the country with old volcanoes and main volcanoes.The town of Borgarnes stands on an old bedrock, probably from lava from Hafnarfjall and mostly with hole fillings from zeolites and quartz rocks.

The municipality's operating income for the year amounted to ISK 161.3 million. kr. according to the annual accounts for Parts A and B, of which operating income for Part A amounted to ISK 145.4.4 million. kr.

The tax rate was 14.52%, which is the statutory maximum. The assessment rate for real estate tax in category A was 0.45%, while the statutory maximum with assessment is 0.625%. In Class B, the tax rate was 1.32%, which is the statutory ratio, and in Class C, the tax rate was 1.45%, while the statutory maximum tax rate is 1.65%.

The operating result of the municipality, according to the annual accounts of Parts A and B, was positive by ISK 6.3 million. ISK, of which the operating result of Part A was positive by ISK 12.8 million. kr. according to the income statement. The municipality's equity at the end of 2019 was positive by ISK 331.8 million. kr. according to the balance sheet for Parts A and B, but the equity of Part A amounted to ISK 319.2 million. kr.

The Minister of Transport and Local Government confirmed on 14 February. the merger of Borgarfjarðarhreppur, Djúpavogshreppur, Fljótsdalshérað and Seyðisfjarðarkaupstaður into one municipality, but the inhabitants of the municipalities approved the merger on 26 October 2019. The merger is discussed in more detail in Note 19.

The current Covid-19 pandemic will have a significant impact on many areas around the world, including the economy. There is considerable uncertainty about the economic impact of the epidemic, e.g. due to uncertainty about how long it will last and what the effect will be after it expires. It can be expected that the impact on the municipality's operations will be significant, e.g. due to lower tax revenues and other income, deferral of due dates and increased expenses.

We have audited the annual accounts of Borgarfjarðarhreppur for the year 2019, which contain consolidated accounts for the municipality, i.e. municipal fund, its institutions and companies with independent accounting. It is broken down to the income statement, balance sheet, cash flow statement, information on important accounting policies and other explanations.

It is our opinion that the annual accounts give a clear picture of the municipality's financial position on 31 December 2019 and its results and changes in cash in 2019, in accordance with the Act on Annual Accounts and the Local Government Act.

Basis of opinion

We audited in accordance with international auditing standards. Our responsibility according to the standards is further described in the section Auditor's responsibility for auditing the annual accounts in the report. We are independent of the municipality in accordance with the International Code of Ethics for Accountants, the International Ethics Standards Board for Accountants Code of Ethics for Professional Accountants (IESBA Code) and the Code of Ethics for Auditors in Iceland and have fulfilled our other ethical obligations in accordance with that code and IESBA Code. We believe that we have obtained sufficient and relevant audit evidence to base our opinion.

Responsibility of the local government and the mayor for the annual accounts

The local government and the mayor are responsible for the preparation and clear presentation of the annual accounts in accordance with the Annual Accounts Act and the Local Government Act and for the internal control they deem necessary to enable them to present annual accounts without significant deficiencies, whether due to fraud or error. .

When preparing the annual accounts, the local government and the mayor must assess the municipality's viability and provide information, as appropriate, on aspects of viability and base the financial statements on continued viability unless it is no longer available.

The local government and the mayor shall supervise the preparation and presentation of the annual accounts.

Auditor's responsibility for auditing the financial statements

Our objectives are to obtain reasonable assurance as to whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor's report containing our opinion. Reasonable certainty implies reliability, not the assurance that an audit in accordance with international auditing standards will always reveal significant deficiencies, if any. Deficiencies can occur due to fraud or error and are considered significant if they alone or in combination could affect the economic decisions that users of the financial statements make on the basis of it.

The master plan for Borgarfjarðarhreppur 2004 - 2016 was confirmed on 16 September 2005 and three changes have been made since then. Here is a planning and evaluation description according to Planning Act no. 123/2010 due to changes in the urban plan and the report of the master plan.

The proposed change is threefold. First, it is planned to expand the residential area ÍB1 east and west of Bakkavegur. It has previously been expanded in a change made to the master plan in 2017 and the number of uninhabited plots in the area increased from 12 to 18 and the total number of plots then increased to 31. Now the plots are increased by an additional 8 and the total number of plots on ÍB1 will then be 39. The aim of this change is to strengthen the current residential area in Bakkagerði and form a more integrated residential area in the urban area.

Second, the BV4 retail and service area for guesthouses will be expanded to the north, from 0.95 ha to 1.18 ha. The BV4 retail and service area was added to the change in the master plan in 2008 due to plans to build a guesthouse in stages. The guesthouse has been built, but now things have developed so that more space is needed for the expansion of the guesthouse.

The current agricultural area will be reduced by these changes by 0.8 ha. This is not a significantly large area, but the opinion of consultants shall be obtained on whether the Minister's permit is required to change land use in the area from agricultural use, in accordance with the fourth paragraph. Article 6 of the Land Act no. 81/2004.

The BV4 expansion extends beyond the urban boundaries in Bakkagerði and the urban boundaries will therefore be moved by 41 m to the north, and the expansion of the urban area is the third part of the change.

1. The Agricultural Museum

The Agricultural Museum of Iceland presents the agricultural heritage and seeks to explain the history of Icelandic agriculture. The museum has an extensive collection of farm artifacts. For example, the first horse-driven equipments and the first tractors imported to Iceland, as well as the more modern artifacts of current times. The museum has Iceland's largest collection of farm machinery which goes back to 1880.Open daily 15th May - 15th September from 11-17. During wintertime opening hours are Thursdays, Fridays and Saturdays from 13-17 and upon request.

2. The Settlement Center

The Settlement Center is located in the village of Borgarnes just one hours drive from Reykjavik on road no 1 towards the north. In two exhibitons The Settlement Center tells the Saga of The Settlement of Iceland and Iceland´s most famous viking and first poet Egill Skallagrimsson. It gives the traveler a good foundation for further knowledge when traveling in Iceland. Audio guides in 145 languages: English, German, French, Italian, Polish, Norwegian, Swedish, Finnish, Danish, Spanish, Japanese, Chinese, Russian, Dutch and Icelandic. A complete circuit of each exhibition takes about 30 minutes.

This exhibition provides an insight into the settlement of Iceland. It tells how the land was discovered, how the Viking sailors conquered the open ocean and why they left their homelands in Norway. It tells of the first men to set foot on the island and how the land was settled up to the establishment of the first parliament in the world, the Althing, at Thingvellir in 930AD. Multi-media and theatrical techniques are employed to help the visitor experience first hand the trepidation and exitement of setting off over the open ocean for lands unknown.

This exhibition profiles one of the most colorful of all the saga heroes, Egil, the son of Skalla-Grím Kveldúlfsson. One of the very first settlers, Egil's father arrived from Norway just 10 years after the first land had been claimed. The Saga of this family's pioneering and settlement of the Borgarfjörd region provides a brilliant insight into the tumultuous years of settlement. Egil himself is a larger than life hero, an intriguing combination of violent Viking and sensitive poet. The saga is a complex and vibrant intertwining of battles and love affairs, sorcery and pagan lore.

The restaurant & café offers a selection of soups & starters, vegetarian courses, fish and meat dishes, children's menu, deserts and cakes. Hot beverages, wines and beer.

Originally the home of Skalla-Grimur, father of Egill, hero of Egil´s Saga. Its full name means "rock in the marshes".The farmstead was defined by Kveld-Ulfur, Egill Skalla-Grimsson's grandfather, who got on the wrong side of King Harald Fairhair of Norway and fled to Iceland.As they approached Iceland on their way from Norway, Kveld-Ulfur became ill and knew he would die. He instructed his son to make a coffin for him, place his body in it and throw it overboard. The son was to select the site for the family farm where the coffin washed ashore. This happened to be at Borg, where Egill's father settled and raised his family.

Today you can see a small church, the large rock that gave the place its name and an interesting sculpture at Borg by Asmundur Sveinsson commemorating Egil´s poem, Loss of a Son. A thoughtful reflection on the emptiness he felt after his son's death.

The town was originally in Borgarhreppur but became a special district, Borgarneshreppur, in 1913. On October 24, 1987, Borgarnes was granted town rights and was formally called Borgarnesbær.On June 11, 1994, Borgarnesbær Hraunhreppur, Norðurárdalshreppur and Stafholtstungnahrepp merged under the name Borgarbyggð.

Borg is a growing small village. There you will find a swimming pool, campsite, grocery store and coffee house. The primary school in Borgarfjörður eystra is a comprehensive primary and lower secondary school where students' studies from pre-school to primary school are considered as a whole. In all school work, there is room for a variety of teaching methods and the integration of subjects in parallel with the ambition for theoretical subjects. Students' creative work, sustainability and good connections with the local community, its history and culture are part of the daily organization of the study, as well as outdoor teaching. The organization of studies, teaching methods and assessment is diverse and aims at active student democracy. The children's learning at all levels takes into account these characteristics and is individualized.

Our school is constantly evolving and shaping, but the development projects of the coming years include strengthening diverse teaching methods, increasing student democracy, working systematically on cooperation between home and school and increasing choice and thematic learning with the aim of making students responsible students and people who support healthy life in modern society.
