三、经济发展和规模

In 2015, studies were published according to which a mill producing pulp, energy and bio-raw materials employing a thousand people may start operating in Kemijärvi. The Boreal Bioref plant project would be an investment of EUR 800 million and would involve Chinese Cemce. Subsequently, the investment has been adjusted to EUR 950 million and the Chinese company Shanying has joined the project. The plant's environmental permit has been delayed in 2018. The Boreal Bioref plant would use 2.8 million cubic meters of wood per year, some of which would be wood chips from other production facilities. In September 2018, the project was awaiting an environmental permit.

Technical services strive to secure and enable the safe movement of local residents in all conditions. The goals of the operation are the development of the maintenance service, fairness and reliability.

The maintenance and cleaning of streets and light traffic lanes is mainly the responsibility of the municipality in the Act (Act on the Maintenance and Cleaning of Streets and Certain Public Areas), but certain obligations are also imposed on properties along the streets.

According to the same law, the removal of the plowing barrier created in connection with the plowing of streets at the junction of the plot also belongs to the owner of the property. It is possible to order separately from the technical services the removal of the embankment created in connection with the removal of the streets.

CONTRACTORS

The machine services are responsible for snow work in all areas, felling of bellows and e.g. sanding of light traffic lanes. The streets of the Halonen area, Pöyliövaara, Sipovaara, Kallaanvaara and Karvako are part of a regional contract managed by Peltoniemen Kone Oy. The operational tasks of the regional contract include plowing, sanding and removing sludge. .

PRIVATE ROADS

The private road project 2018 has ended. The city of Kemijärvi has completed a private road project, which investigated the situation of the city's private roads, aid practices and the changes brought about by the new private law. Winter care

The maintenance of private roads is the responsibility of the road administration of the road in question. During the winter season (2019-2020), the city will assist in the maintenance of private roads by paying for winter plowing. Instead of winter plowing, the municipality can apply for an annual financial grant from the city and take care of the winter plowing itself. The amount of the grant is determined by the length of the road according to the current rate. Plowing grant application short roads (pdf)

五、风景名胜,景点( attractions)

1. Kemijärvi Church

 2.png

Kemijärvi Church is a church building in Kemijärvi designed by Bertel Liljeqvist. The church was completed in 1950 and consecrated the following year. The church has 850 seats. The ecclesiastical life of Lake Kemijärvi began in 1648, when Jakob Lapodius from Lapua was sent to Kemijärvi as the chaplain of the Kemi parish. At that time, the first church of the parish was also completed, which probably resembled the old church of Sodankylä. This church was demolished in the 1690s and replaced by a larger church. The Kemijärvi parish became independent in 1779. By the 1830s, the parish's population had already grown to more than 1,600, so a wooden cruciform church was built in its place according to the drawings of Carl Ludvig Engel. This church was repaired in the 1890s and 1929, but was eventually destroyed in the Lapland War. However, the tapul built by Heikki Väänänen, a church builder from Ylikiiminkilä, in 1774 was saved and is the oldest building in the parish.

The present church was built with the support of American Lutheran churches between 1949 and 1950. The church has a 41-voice organ built by Gerhard Schmid in 1984. The altarpiece Jesus on the Cross (426x326 cm oil painting on canvas) painted by Aale Hakava dates from 1950.

2.Kemijärvi pulp mill

 3.png

The Kemijärvi pulp mill was a pulp mill owned by Stora Enso and operated in Kemijärvi from 1965 to 2008. In the 2000s, the mill produced 750 tonnes of bleached softwood pulp per day (capacity 250,000 t / a) from pine and spruce. In October 2007, there were about 220 employees.

In October 2007, Stora Enso announced plans to close the plant by the end of June 2008. The decision to close the mill was made in January 2008 and the mill was closed on 27 April 2008. After the completion of pulp production, Arktos Groupi Oy's (initially Anaika Group) machine shop and glued beam mill, which employs about 100 people, continued on the mill's premises. It was filed for bankruptcy in 2013. Much of the pulp mill's machinery was sold to Fortress Paper in Canada in 2010. Fortress Paper placed them at the Thursdayo specialty pulp mill in Quebec, Canada, about 150 km west of Motreal. The mill has a capacity of about 200,000 tons of soluble pulp per year and employs 336 people.

六、历史文化

1.历史

The first permanent settler inhabitant of Kemijärvi was Paavali Ollinpoika Halonen, who moved, from the region of Oulu, from Niskakylä, Utajärvi to Kemijärvi about 1580. His wife was Anna Laurintytär Halonen and their children were Paavo, Olli and Pekka Halonen. Paavali's place of residence is known today as Halosenranta. As the first settlers moved to Kemijärvi, the area was no longer inhabited exclusively by the Sami people, but Ämmänvaara in the area of the municipality is an ancient sacrificial place of Samis.

The railway reached Kemijärvi in 1934. It was extended north to Salla and what is now Russia during World War II, though the line is currently moribund beyond Kemijärvi. Kemijärvi railway station has passenger train service to Rovaniemi, Oulu and Helsinki. The direct overnight train service between Kemijärvi and Helsinki was controversially withdrawn in September 2006, with VR (Finnish Railways) stating that its new sleeping car trains could not operate with the diesel locomotives needed for the (then) non-electrified railway north of Rovaniemi.

However, a year later, the Ministry of Transport and Communications and VR reached an agreement concerning partial public funding of the service, which was restored in 2008 with a diesel generator car supplying head-end power to the passenger cars. The generator car disappeared from the train in March 2014 when the electrification extension from Rovaniemi to Kemijärvi was inaugurated, an event which also assured Kemijärvi a permanent place in the VR network. On 9 May 1986, a BAE Hawk Mk 51 crashed in Kemijärvi whilst practising for a flight display due to loss of orientation. The pilot, First Lieutenant M. Kähkönen, died upon impact.

2. 文化体育

The Fires of Heaven is a drama series set in Kemijärvi, directed and written by Kari Väänänen, which Yle TV2 performed in 2007-2014. The series was made for four production seasons and at its best attracted more than 1.3 million viewers. Kemijärvi has hosted the Nightless Music Festival since 2014. The amusement center is located in Perävaara, Kemijärvi, which was opened on 1 June 1968. It is operated by the Kemijärvi Workers' Association. The amusement center was built as a work of help, and it was very popular, especially in the 1970s. On the top of the danger, there had been an old dance floor even before the amusement center was built.

The avant-garde swimming place, completed in autumn 2014, is beautiful on the shores of Poukama. The users of the place can redeem the key to the dressing room from the swimming pool, the seasonal fee is 20 € and the key deposit is 10 €. Next to the open-air swimming area, you can reach the Pöyliöjärvi bypass, which is 10.5 km long. The traditional-style trails are in ski condition every year from mid-January to early April.

七、其他信息

The Kemijärvi township was formed in 1957 by separating the Kemijärvi church village and its surrounding areas from the Kemijärvi countryside. This was the last time the word rurality was added to the name of the municipality. A separate coat of arms was established for the town on November 25, 1960, but when the countryside and the town were reunited in 1973 as the city of Kemijärvi, the coat of arms of the former town was taken as the coat of arms of the former city.
