三、经济发展和规模

The predictability of municipal finances for 2019 did not succeed as expected. Predicting the future is always difficult, and experience and good tools help. For the current year, the calibration of the available tools failed, which is reflected in the deviations of practically all municipal financial statements from the budget. The financial statements for the current year will be barely readable and deviate from the forecast. The reason for this is that the tax revenue forecasts made on the basis of the Finnish Association of Local and Regional Authorities' tax forecasts are significantly lower than they actually are. It is to be hoped that the municipalities will be more successful in the accuracy of next year's budget.

Keuruu's economy will also weaken than planned for this year. However, we have accumulated surpluses of more than EUR 9 million to cover the expected deficit. euros. The goal in the current budget for 2020 and the financial plan for 2020-2023 is that the future financial years will be in surplus, and the accumulated surpluses will increase. The starting point is also that the loan portfolio decreases every year during the financial planning period.

The goal is to keep investments in line with the annual margin, and instead of borrowing, the goal is to raise the annual loan repayment during the financial period to a level of approximately one million euros. Next year's investments will focus on completing the construction of the Jaakonsuo treatment plant within the budget set aside for it. Another major investment target is the kitchen renovation of the health center, for which EUR 2.66 million has been set aside for the coming year. which is 44% of the total investment budget.

1. Keuruu Old Church

 2.png

The old church in Keuruu is a long-towered long church built in 1756–59, with short cross arms attached. The original features of the church have been well preserved. The tile-roofed and red-molded church represents well the 18th-century wooden church architecture. It was built under the leadership of Antti Hakola. The shell end of the church is triangular. In the early 1830s, an octagonal sacristy was also built in the church as an extension of the shell part. The floor plan must have been inspired by Turku Cathedral and its Chapel of All Saints.

Christ washes the feet of his disciples in the altarpiece transferred to the collections of the original National Museum, painted by Johan Backman in the 1750s or 1760s. A copy of Backman's painting is preserved in the old church in Keuruu. The painting of the wooden vaults was done by Johan Tilén in the 1780s. The original dilemma of the church from the 19th century has been stolen and replaced by sculptor Eino Räsänen in 1955. The interior atmosphere of the church has been immortalized by Akseli Gallen-Kallela, among others, in her painting Girl in the Old Church in Keuruu.

2.Keuruu Church

 3.png

Keuruu Church is the main church of Keuruu Parish. It is a brick church with a south tower. It is the fourth church in the parish and is located on Mount Kippavuori, right near the old church. The church was designed by architect Theodor Granstedt and built by Odert Laine in 1889–1892. The subcontractor was master mason Brynolf Collin and the construction committee was headed by the manufacturer G. A. Serlachius.

The Keuruu parish made the decision to build the church in 1876. Most of the parishioners wanted the church to be built of wood, but the brick church or greystone church had its supporters. The county architect Theodor Granstedtin gave permission for the construction of the stone church after inspecting the planned construction site on the top of Kippavuori. After ten years of deliberation, however, it was decided to build a brick church with a gray stone corner. The use of red brick influenced the choice of church style (neo-Gothic).

The church is spacious, bright and cathedral-like. The altarpieces of the church were painted by Eero Järnefelt. A two-part altarpiece from 1892 depicts Christ on the cross and the appearance of an angel in Gethsemane. The church organ dates from 1902 and was renovated in 1992. The small giveaways on the sides give the church hall the shape of a cross. At the northern end of the three-nave church hall is a vaulted shell recess with a neo-Gothic altar device. The church has 1,100 seats.

The neo-Gothic brick church is a long church with a western tower. The hull is joined by a narrow transept and at the end of the altar is a shell apse. The church hall has a wooden folding roof, and the bay pillars support the side funnels. The renovation of the church in 1956 was designed by architect Elsi Borg and the contractor was master builder Eino Leppänen from Leivonmäki. The church organ was ordered in 1901 from the German E. F. Walcker organ factory. The beautiful facade of the organ is also designed in Germany.

The parish of Keuruu was founded in 1652. Before that, it was the Ruovesi chapel parish called Lapinsalmi from 1628. Instead, Keuruu became a city in 1986.

Keuruu was home to the Pioneer Regiment, which had been part of the Defense Forces since 1967. It trained about a thousand pioneer and conservation conscripts each year. In all, it managed to train a total of about 50,000 conscripts. The regiment had 250 employees. The pioneer regiment was disbanded at the end of 2014, and the last recruits took office in January 2014.

The transformation of the municipality of Keuruu into a city was presented to the municipal government on April 1, 1985. Keuruu became a city at the beginning of 1986 at the same time as nine other cities. Of these, Keuruu had the second largest population.

The actual city festival was held in the same hall at the end of January 1986. More than 900 people attended the party. The keynote speaker was Prime Minister Kalevi Sorsa of aspen descent. Governor Kalevi Kivistö, Paavo Pekkanen from the Association of Finnish Municipalities and Jukka-Pekka Alanen from the Association of Finnish Cities also gave their greetings. The keynote speeches highlighted the major tourism projects of the hydrofoil ship Elias Lönnrot and the Haapamäki Steam Locomotive Park, the importance of which for the city's becoming known and developed was praised. The value of local rail transport as a provider of people's service needs was also mentioned.

The first city council meeting in the fresh city approved the exchange of more than four hectares of land in the Tar area by G.A. With Serlachius. Two other significant investment issues were discussed at that meeting: the cost estimate for the nursing home daycare center for 1986-1990
